The Arkansas Parole Board is recommending clemency for Decarlos Morris and James M. Hollowell. Morris is finishing off his 24th year after manufacturing, delivering and possessing a controlled substance. Former Governor Mike Huckabee rejected an application from Morris even though it was also supported by the Board. Hollowell, who is on probation, was charged with possession of a controlled substance (methamphetamine). See story here.
