The President: Clemency Friendly? Commutation Friendly?

This chart shows the number of pardons and commutations that President Bush has granted in each of the eight years that he has been president. First, it can be seen the fourth year of each term has featured the highest number of pardons and commutations. Second, it can be seen that there has been a gradual increase in the exercise of clemency across the eight years. Finally, one can also see that, despite the very small numbers, Bush has generally become more commutation friendly as well. What might all of this say for January?

I don't get the whole pardon thing. It's like the bailout... I don't get it. How come the system works for people who don't work, and slobs like me get the full sentence? Thank God, I don't have to slit my wrists and die on my desk for cheating other people out of their money. Pardons are like the bailout... okay, honey, you paid all your workers for not working and now we're gonna ask your fellow Americans to bail you out... geez lueez... give me a break... Pardon me while I run up my credit cards...
