Watch List: Looking for 13 Or More

In a way, 13 is the magic number right now. If President Bush grants at least 13 more pardons and commutations, his second term will look like his first (and most), with the highest number of pardons and commutations falling in the fourth and final year. If it is going to happen, and modern history and Bush's own behavior matter, one would guess that it will happen this month. Bush has generally favored the month of December for clemency decisions, a strategy that has been quite prominent in the last seven administrations. Here are the individuals we are (and have been) watching:
