Kansas: Partial Pardon of DUI

The Tokeka Capital Journal reports Gov. Kathleen Sebelius has granted a partial pardon to Benito Carrillo Jr., who was convicted of DUI in 1999. It is the first that Sebelius has granted since she took office in 2003. The Kansas Parole Board also recommended the pardon. See story here.

And the governor previous to Sebelius never granted a pardon or clemency in his eight years in office, so this is the first pardon/clemency action we've seen in Kansas for more than a decade!
