Canada: A Different Response to a Similar Circumstance

The Times and Transcript notes that the applications for pardons are piling up in Canada. Indeed, they are coming in by the thousands. But, guess what: In 2007-8, more than 24,000 pardons were granted to Canadians. 86,000 have been granted in just the last five years. And more than 350,000 Canadians have been pardoned since 1970. The impact of this rash of mercy? Hard to tell. But the standard critic wants to know about one thing - recidivism. According to the National Parole Board, "approximately 97 percent [of] the [350,000] pardon recipients remain crime free in the community."
