Tamara Holder reports that "7000 orders to expunge and seal in Cook County alone have been ignored by the Illinois State Police (ILSP). And, approximately 10,000 orders to expunge and seal have been ignored by ILSP within the entire state." The foot-dragging is also in the shadow of a 2008 decision by Cook County Circuit Court Chief Judge (6th District) Ronald Riley which found ILSP in contempt for "ignoring his orders to expunge and seal records." Holder says the ILSP has attempted to justify its behavior on the ground that it has "a different interpretation of the law." It appears now, however, Illinois' Attorney General, Lisa Madigan, may step in and address the situation. See Holder's report and additional explanations here.
