Memo to Become Exhibit in Clemency Applications?

This article in the San Francisco Chronicle suggests that Monday's Justice Department memo regarding medical use of marijuana may have consequences for clemency petitions (should the president ever decide to take interest in such). Deputy Attorney General David Ogden says that, from this point forward, federal prosecutors should focus on major drug traffickers and networks, rather than on those who "are in clear and unambiguous compliance with existing state laws." Joe Elford, lawyer for Americans for Safe Access predicts some prisoners will cite the memo in requests for pardons and commutations from President Obama, who has already established himself as one of the slowest presidents in history when it comes to the use of the pardon power.
