The Rapid City Journal reports that a bill that would "give victims the opportunity to comment on a prison inmate's request for clemency" has made it through the State's House of Representatives. HB 1021 gives victims "the right to provide written comments at clemency hearings with the Board of Pardons and Paroles and written comments when clemency is considered by the governor." It passed in the chamber by a vote of 66-0. The right to provide such comments extends to parole hearings with the board and consideration of sentence commutations by the governor.
