The Kansas City Star reports Gov. Sam Brownback denied every pardon request that came his way in 2011. It amounted to only 39, but no mercy was to found for offenses ranging from traffic violations to murder. The Lawrence Journal-World has, apparently, been making a heroic effort to find out anything about the exercise of clemency in that state. The Kansas Prison Review Board has denied the open records request for the full pardon applications. See story here.
