Gender Bias in Obama's Pardons?

Everyone knows that President Obama has been among the most merciless presidents in the history of the United States. Although more than 8,000 clemency applications have come to his Pardon Attorney, a mere 39 pardons and 1 commutation of sentence have been granted ... in four plus years.

We do not have more specific data on the population of applicants, but, with the recent round of seventeen pardons, we note that at least 12 in the population of Obama's clemency recipients have been female. That would mean that 30 percent of Obama's clemency recipients and - and, as it happens - the only commutation of sentence recipient, have been female. 

As of 2010, the percentage of those convicted in federal courts that were female was 14.6 percent. According to the Bureau of Prisons, the female federal prison population (as of January 2013) was only 6.5 percent. As of 2011, the proportion of those on federal probation that was female was 25 percent.

By contrast, only 11 percent of George W. Bush's 200 clemency recipients were female.
