One out of every two individual acts of federal executive clemency (pardons, commutations, remissions, respites, etc.) granted over the last four decades have been granted in the month of December alone. The slant toward December pardoning is also apparent even when one takes into account "last-minute" or fourth-year pardoning (as does the chart below).
