Commutations of Sentence: An Obama Legacy?

In recent years, the Office of the Pardon Attorney (U.S. Department of Justice) has received record numbers of applications for commutations of sentence. And it has denied such applications in record numbers. Now, it is said that President Obama is set to grant hundreds - if not thousands - of commutations of sentence to federal prisoners.

As can be seen from the chart below, no president has granted more than 100 commutations of sentence since Lyndon Johnson. The record for modern presidents is almost 1,400 (Woodrow Wilson).
