610 Pardons

The Himalayan Times reports that President Dr Ram Baran Yadav "has pardoned 610 prisoners" by commuting the remainder of their prison term "on the occasion of the promulgation of the new constitution and the Dashain festival today."

The pardons were recommended by the Council of Ministers and "good conduct" was a factor in the decision making. In addition, it was required that prisoners completed 40 per cent of their sentences and were not convicted of "serious criminal offences."
