U.S. Attorney General: Epic Fail

U.S. Attorney General Loretta Lynch tells Rachel Maddow that "there’s no process set up to pardon a group of people en masse ... The issue of whether or not anyone gets a pardon is really actually an individualized decision that the president makes person by person.”

Reason 13,247 to remove the clemency apparatus from the DOJ.

Amnesties and group pardons are a great American tradition. Granted, they were not "processes" so much as they were actions, but not individual decisions. Perfectly constitutional actions / decisions.
